Phones and cameras store an orientation flag rather than physically rotating the pixels, and not every app respects that flag — which is how a photo ends up sideways once it's uploaded somewhere else. Both operations preserve every pixel exactly, since they simply reposition the existing image data rather than resampling it.

No quality lost in the process

Because a 90-degree rotation or a flip simply repositions existing pixels rather than resampling or blending them, there's no quality loss at all from this operation — the output has exactly the same sharpness and detail as the source, just reoriented. This is different from rotating at an arbitrary angle, which does require resampling and can introduce slight softening.
