Vector content like text and line art is rendered fresh at that resolution rather than copied as compressed pixels, so it stays reasonably crisp even though JPG itself is a lossy format.

Because the rendering happens locally, a password-protected PDF that you can open yourself will still convert correctly — but one that's locked and inaccessible to you obviously can't be processed, since there's no way to render pages the browser can't read.
